DoD Voluntary Education Partnership: Compliance Information
51³Ô¹Ï follows SOPs and DoD regulations when processing voluntary education benefits for service members.
Recruiting, Marketing, and Advertising
51³Ô¹Ï maintains the highest integrity to ensure we refrain from providing commission, bonus, or other incentive payment based directly or indirectly on securing enrollments or federal financial aid (including Tuition Assistance funds) to any persons or entities engaged in any student recruiting, admission activities, or making decisions regarding the award of student financial assistance. Additionally, 51³Ô¹Ï will not use high-pressure recruitment tactics to enroll students. 51³Ô¹Ï follows the regulations set forth by the Department of Education (34 C.F.R 668.71-668.75 and 668.14).
Pre-Enrollment Information
51³Ô¹Ï ensures that staff members follow the Department of Defense Memorandum of Understanding (MOU). Additionally, the institution directs Service members to speak with their Educational Services Officer (ESO) or counselor within their Military Service prior to enrolling the student in the institution.
Per DoD MOU paragraph 4.d.
Approved Courses. If an eligible Service member decides to use TA, educational institutions will enroll him or her only after the TA is approved by the individual’s Service. Service members will be solely responsible for all tuition costs without this prior approval. This requirement does not prohibit an educational institution from pre-registering a Service member in a course in order to secure a slot in the course. If a school enrolls the Service member before the appropriate Service approves Military TA, then the Service member could be responsible for the tuition. All Military TA must be requested and approved prior to the start date of the course. The Military TA is approved on a course-by-course basis and only for the specific course(s) and class dates that a Service member requests. If a military student “self-identifies” their eligibility and the Service has not approved the funding, then the Service member will be solely responsible for all tuition costs, not the Service.
Financial Matters
51³Ô¹Ï’s Director of Financial aid is the point of contact to ensure that a financial aid counselor is trained and qualified prior to the offering, recommending, arranging, signing-up, or enrolling Service Members for federal or private student loans.
All 51³Ô¹Ï’s students, including Service Members, are able to access our Financial Aid and Scholarships website to learn more about financial aid at 51³Ô¹Ï.
Student Cohort Default Rate
51³Ô¹Ï’s student loan Cohort Default Rate is located on the Student Consumer Information webpage. To learn more about the 51³Ô¹Ï Cohort Default rate, visit the web page.
Unearned TA Funds Policy
51³Ô¹Ï’s Office of Financial Aid utilizes one policy for refunds (Title IV and other payments). For more information about the refund policy, view the Refund Policy information on our website. For the return of unearned TA funds, the University will follow the policy below.
TA funds are earned proportionally throughout an enrollment period, with any unearned funds being returned based on the student’s last day of attendance. For students who withdraw completely and receive military TA funds, the University will return unearned TA funds on a proportional basis for at least the first 60% of the period for which the funds were awarded.

When a Service Member stops attending due to military service obligation, 51³Ô¹Ï will work with the affected Service Member to identify payment solutions for any returned portion of TA funds.
TA funds are returned directly to the Military Service, not the Service member.
Service Member Readmission
51³Ô¹Ï will promptly readmit service members who seek readmission to a program that was interrupted due to a uniformed service member obligation in accordance with the federal regulations and the Department of Defense (DoD) Voluntary Education Partnership Memorandum of Understanding (MOU).
Students are eligible for readmission under this policy if the student performs uniformed service (voluntary or involuntary) in the Armed Forces during the absence. The policy includes students serving in the National Guard or Reserve operations. The cumulative length of all absences for uniformed service must not exceed five years.
Students must provide documentation of a Uniformed Service Obligation, such as a Temporary Duty (TDY) to the VA Point of Contact. Students are encouraged to provide documentation as far in advance if possible.
A returning student can be readmitted into the same academic program the student was enrolled in prior to the military service obligation. If the desired program is no longer available, the student will be admitted to the program that is similar, or a program selected by the student. Readmitted students will be classified with the same enrollment status, number of completed credits, and academic standing as the academic term of attendance.
