1. Important Notice

1.1 51勛圖 Office of Campus Safety and Security reserves the right to change or add to these Parking Regulations to better accommodate parking and traffic for students, faculty, staff, and visitors at any time. Proper e-mail and other notices will be sent before these changes take effect.

1.2 These regulations are applicable to all members of the campus community, including students, faculty, staff, vendors, and visitors.

1.3 51勛圖 is a walking campus. Resident students are expected to and should park near their dorm and walk to their desired location.

2. Permits

2.1 Everyone is required to clearly display a valid 51勛圖 parking permit, in the correct placement, on their vehicle while parked or otherwise stationary for an extended amount of time on any property owned and operated by 51勛圖.

2.2 All vehicles operated or parked on campus must be properly registered at all times. Failure to maintain a current and accurate registration may result in the issuance of a citation. Vehicle registration information, including license plate number and all associated vehicle details, must be kept accurate and up to date at all times.

  • 2.3 Students

    2.3.1 Students are required to purchase a parking permit each school year. Permits are valid from August 1, 2026, through July 31, 2027. Single-semester or half-year permits are not available.

    2.3.2 Traditional student and graduate student parking permits cost $95.00. Students who wish to have two cars on campus may do so but must purchase a second permit online at a cost of $10.00.

    2.3.3 Dual Enrollment (DE) students are required to purchase a parking permit at a cost of $30. Permits must be obtained online through the university’s parking system, following the same procedures as traditional undergraduate and graduate students.

    2.3.4 All drivers are required to obtain a parking permit through the designated . Cash and check payments shall not be accepted. Payment for permits must be made by debit card, credit card, or by electing to have the fee charged to the student’s account.

    2.3.5 Students who elect to charge the permit fee to their student account must select this option at the time of purchase. Permit fees charged to a student account will be transferred within seven (7) business days. The option to charge the permit fee to a student account shall be available only during the first six (6) weeks of each academic semester. After this period, all permit fees must be paid by debit or credit card.

    2.3.6 Permit fees are non-refundable unless Student Services determines that the student purchased the permit and did not attend 51勛圖 at any time during the academic year.

    2.3.7 Scholarships and financial aid may not be applied toward permit fees charged to a student account. Upon transfer of the permit fee to the student account, the Office of Campus Safety and Security shall have no further authority over the charge, and all related inquiries shall be directed to 51勛圖 Central.

    2.3.8 If a student serves as a Student Leadership Team (SLT), the cost for a permit is paid by CMSE. Any EMRT member who is an active Tigerville Fire Department volunteer or has been trained by Tigerville Fire Department may purchase a permit at a cost of $10.  To receive this cost, these students must purchase a permit during the first 6 weeks of the semester. No refunds will be issued for a student who has already purchased a permit. If an SLT student wishes to have two vehicles on campus, a second permit may be purchased for $10.00.

    2.3.9 Student vehicles with a North Greenville “NU” vanity license plate (see picture) are required to register their vehicles with Campus Security and are entitled to receive one free parking permit per academic year.

    2.3.10 By ordering a permit (including temporary permits), the individual acknowledges that he or she understands and agrees to abide by the parking regulations. Furthermore, he or she agrees that failure to obey these regulations will result in a ticket for which he or she will be financially responsible.

    2.3.11 If a student does not possess a vehicle that will be kept on campus, the student is not required to purchase a parking permit.

  • 2.4 Faculty and Staff

    2.4.1 Faculty and staff of 51勛圖 may obtain free, unlimited Faculty/Staff permits from Campus Safety and Security, allowing them to park in yellow or white spaces near their work location.

  • 2.5 Guests

    2.5.1 Faculty, staff, and students hosting visitors are responsible for ensuring their guests obtain and display a valid temporary parking permit and are directed to appropriate parking; permits may be secured through the university parking portal or Campus Security Office.

  • 2.6 Specialized Motorized Vehicles & Electric Scooters

    2.6.1 Individuals who wish to have a street legal motorcycle, street legal dirt bike, street legal moped, or street legal motorized scooter on campus must purchase a motorcycle permit. Motorcycle permits follow the same pricing structure as standard vehicle permits. Motorcycles must obey all parking and traffic regulations and should be parked in the student’s designated area.

    2.6.2 Minibikes, motorcycles, dirt bikes, mopeds, or motorized scooters that are not valid state registered vehicles with a license plate, side mirrors, turn signal, etc., are not permitted on any property owned by 51勛圖. 

    2.6.3 Electric scooters and electric bicycles are not required to purchase a permit; however, they must follow all 51勛圖 parking regulations and may only be operated on campus roads and sidewalks, however, pedestrians always have the right of way. Electric scooters and electric bicycles are not permitted inside any building owned by 51勛圖 due to fire hazard. This includes but is not limited to academic buildings and dorms.

  • 2.7 Replacement or Additional Permits

    2.7.1 Replacement or Additional Permits are available at the Campus Safety and Security Office for $10.00. The replacement permit fee may be waived if the student removes their original permits (peel it off) and turns it in at the time their replacement permit is ordered. If a student no longer has both front and back parking permits, the student must buy an additional pass for $10. No refunds will be given if a student turns in their old permits after their new permit is ordered.

  • 2.8 Temporary Medical Permits

    2.8.1 51勛圖 Medical permits are issued to students with a temporary or permanent medical condition (such as a broken foot, a temporary illness, etc.) who do not otherwise qualify for a state-handicapped parking permit, plaque, or license plate. Students wishing to obtain a medical permit must obtain approval from the Office of Student Flourishing (Note: a medical permit does not negate the need for the current year parking permit.) Students who obtain a medical permit in addition to their parking permit may legally park in any yellow or white lined space during the duration of the medical permit.

    2.8.2 Individuals with an 51勛圖 issued temporary medical permit may not park in the blue lined state-mandated handicapped parking spaces on or off campus.

  • 2.9 Changes to Housing Status

    2.9.1 If a student changes their housing status such as “resident status to commuter status” or vice versa, they must procure a new parking sticker within seven days. Failure to do so will result in all citations being upheld at full price.

  • 2.10 Permit Placement on Vehicle

    2.10.1 All parking permits (except for temporary, or temporary medical permits) must be adhered to the front and rear window of the vehicle for which it is registered on the bottom left-hand side. Each registered vehicle will receive two (2) permits to be placed on the vehicle. Put one permit on the front driver’s side of the window and one on the back driver’s side of the window at the bottom of the windshield.

    2.10.2 Faculty/Staff receive a single permit which should be adhered to the front window on the driver’s side at the bottom. Faculty/Staff permits are “static cling” permits that adhere to the inside of the front windshield.

3. Parking Areas & Spaces

  • 3.1 Student Parking

    3.1.1 Students with blue parking permits (commuter students) may park in any white-lined parking space on campus, including the Library/Hayes Ministry Welcome Center commuter parking lot.

    3.1.2 Students with silver or red residential permits (male residents and female residents) are expected to park in the white lined spaces in parking areas near their residence hall and walk to their desired campus destination. Vehicles with red or silver permits parked in the Library/Hayes Ministry Welcome Center commuter lot or any yellow-lined space during business hours (Monday–Thursday, 7:00 a.m.–4:00 p.m.; Friday, 7:00 a.m.–12:30 p.m.) are subject to citation.

    3.1.3 Gold permits (graduate students) are valid at the Tim Brashier Graduate School and any white lined space on campus. Yellow permits (dual enrollment students) are valid in any white lined space on campus. Vehicles with gold or yellow permits parked in any yellow-lined space during business hours (Monday–Thursday, 7:00 a.m.–4:00 p.m.; Friday, 7:00 a.m.–12:30 p.m.) are subject to citation.

    3.1.4 Online students who regularly utilize campus facilities are required to purchase a commuter parking permit at a cost of $95 and abide by commuter parking regulations.

    3.1.5 Overflow Parking Lots: The Parking Lot behind the Runion Building (i.e. The Billingsley Theater Parking Lot), the Hayes Gym parking lot, the Younts Football Stadium lot, the IT/Wingo St. parking lot located adjacent to the Campus Safety and Security Office, and the Gravel Road to the back of Billingsley Theater/SOT are accessible to all parking permits.

    3.1.6 Students are responsible for where their vehicle is parked. If a vehicle is loaned to another person, the owner of the vehicle still assumes all responsibility for compliance with the parking regulations. The permit holder is responsible for where their vehicle is parked at all times.

    3.1.7 Students may not park in yellow lined spaces during business hours (Monday–Thursday, 7:00 a.m. – 4:00 p.m.; Friday, 7:00 a.m .– 12:30 p.m.). Parking in yellow spaces is permitted after hours and on weekends but vehicles must be moved to their appropriate area before 7:00 a.m. on the next business day. Students with a valid medical permit may park in yellow spaces only for the duration of the permit.

    3.1.8 If a student has been granted a medical permit, they may park in a yellow spot during the length of time the permit is valid for. After the permit expires, the student will no longer be allowed to park in yellow spaces.

     

  • 3.2 Faculty & Staff parking

    3.2.1 Faculty and staff are authorized to park in designated, yellow-lined parking spaces. All University employees must always park in a parking space. If no yellow-lined spaces are available, employees may utilize white-lined parking spaces. Under no circumstances are employees permitted to park in guest-designated parking spaces on campus unless approved in advance from Campus Safety & Security.

    3.2.2 Employees are prohibited from parking in areas that compromise safety, accessibility, or the proper flow of traffic on campus. This includes parking adjacent to or in a manner that obstructs access to fire hydrants, within designated fire lanes, or in accessible (handicap) parking spaces without a valid, properly displayed state-issued disability permit. Parking is also prohibited in any location that blocks or impedes driveways, alleyways, service drives, or walkways, including vehicles positioned on curbs. Additionally, employees may not park on sidewalks or grass areas, in special reserved parking spaces, at curb ramps, in trash collection areas such as in front of dumpsters, or directly against a curb outside of a designated parking space. If an employee is found parked in any of these prohibited areas, the driver is subject to receiving a 51勛圖 (51勛圖) citation and/or having the vehicle towed.

  • 3.3 State-Mandated Accessible Parking

    3.3.1 Only those with state-issued handicapped permits, plaques, or license plates may park in blue spaces. If a student has been issued an 51勛圖 medical permit, they are not permitted to park in state-mandated handicap parking spaces on or off campus.

  • 3.4 Fire Lanes, Loading Zones, and No-Parking Zones

    3.4.1 No parking is permitted in zones with red lines or curbs. Those who choose to park in red line areas will be ticketed. Please note fire lanes are reserved specifically for emergency vehicles. If your vehicle is parked in a fire lane and an emergency incident occurs at this location, your vehicle will be subject to whatever actions are necessary to remove your vehicle and you will be responsible for any damage sustained by your vehicle.

  • 3.5 Special Reserved Spaces

    3.5.1 There is several special reserved parking spaces around campus marked with specific signs. These spaces include, but are not limited to:

    3.5.2 President’s Office Spaces: There are spaces reserved specifically for the President of the University. No student, visitor, faculty, or staff member may park in this space at any time. Vehicles found in violation are subject to being issued an 51勛圖 Parking citation or to being towed (See “Towing” section of these Regulations).

    3.5.3 Chairman of the Board of Trustee’s Space: This space is reserved specifically for the Chairman of the Board of Trustees. No student, visitor, faculty, or staff member may park in this space at any time. Vehicles found in violation will be towed (See “Towing” section of these Regulations).

    3.5.4 Honorary Spaces at Younts Football Stadium: These spaces are reserved for the specified individuals named on the signs. No student, visitor, faculty, or staff member may park in these spaces at any time unless otherwise directed by Campus Security. Vehicles found in violation may be towed (See “Towing” section of these Regulations).

    3.5.5 Visitor/Guest Spaces: There are several spaces around campus that are reserved for campus visitors or guests to specific facilities, such as in front of Hayes Ministry Center and Turner Chapel. No student, faculty, or staff member may park in these spaces at any time.

    3.5.6 The Gravel Lot Behind Crain Science Building: The Gravel Parking Lot located behind the Crain Science Building is reserved for Faculty/Staff use only during business hours. No student is allowed to park in this lot from Monday-Thursday 7AM-4PM and Friday 7AM-12:30PM.

    3.5.7 Chick-Fil-A Space on Student Center Way: The Chick-Fil-A spaces found on Student Center Way are 30-minute parking spaces only when visiting Chick-Fil-A. No student, faculty, or staff member may park in these spaces for any reason other than to visit Chick-Fil-A for 30 minutes or less. Vehicles found in violation are subject to being issued an 51勛圖 Parking citation.

    3.5.8 CMSE Reserved Spaces: There are several CMSE reserved spaces around campus that are reserved for CMSE GA students and CMSE full-time staff. These spaces are reserved 24/7 regardless of the parking space line color. Any driver parked in these spaces that are not a CMSE GA student or CMSE full-time staff are subject to being issued an 51勛圖 parking citation.

  • 3.6 Parking Restrictions

    3.6.1 Lack of available parking does not excuse illegal parking. Vehicles must be parked within marked spaces that match the designated permit color. A vehicle stationery for more than five (5) minutes is considered parked.

    3.6.2 Students are prohibited from parking in areas that compromise safety, accessibility, or the proper flow of traffic on campus. This includes parking adjacent to or in a manner that obstructs access to fire hydrants, within designated fire lanes, or in accessible (handicap) parking spaces without a valid, properly displayed state-issued disability permit.     3.6.3 Student parking in yellow spaces is prohibited Monday–Thursday, 7:00 a.m.–4:00 p.m., and Friday, 7:00 a.m.–12:30 p.m. Vehicles must be moved to the proper area before 7:00 a.m. on the next business day.

    3.6.4 There are several areas on campus where spaces have been removed, and the colored lines have been covered (black paint). No individual is permitted to park in removed spaces.

    3.6.5 Students are not permitted to drive on the gravel portion of Lakeview Road except when the gate to J.W. Watson Way from Highway 414 is locked. (This is the gravel road from the Campus Enhancement to the back of Trailblazer Park).

    3.6.6 Parking areas may be temporarily closed; cones indicate restricted access and may not be moved or bypassed. Violations will result in a citation.

4. Driving Regulations

4.1 Campus Safety and Security enforce university policies and applicable South Carolina laws on all university property and may issue campus citations and state traffic tickets (South Carolina Code Ch. 18, Title 40).

4.2 The campus speed limit is 15 MPH. Drivers must obey all traffic laws, posted signage, and yield to pedestrians.

4.3 Parking areas may be temporarily closed for events, construction, or other conditions. Cones indicate restricted access and may not be moved or bypassed. Violations will result in a citation.

5. Bicycle Regulations

5.1 51勛圖 has the authority to enforce the bicycle traffic laws of South Carolina. For applicable bicycle laws, see South Carolina Code Sections 16-13-80, 16-21-70, 56-5-150, 56-5-160, 56-5-710, 56-5-3230, 56-5-3430, and 56-5-3490. Per section 56-7-10, Campus Security may issue State Uniform Traffic Tickets (blue tickets) for bicycle violations.

6. Enforcement and Fines

6.1 The 51勛圖 Campus Security Department is authorized to enforce both campus policy and state law on the property of the University (South Carolina Code Ch. 18, Title 40). The Office of Campus Safety and Security is authorized to issue both “Campus Tickets” and South Carolina Uniform Traffic Tickets (“blue tickets”).

6.2 A vehicle found in violation may be ticketed for each infraction every 12 hours until it is moved in compliance.

  • 6.3 Paying Fines

    6.3.1 Citations may be paid online using a debit or credit card via the QR code on the citation. Cash or check payments are not accepted by Campus Safety and Security. Cash payments must be made at the Office of Finance, and a receipt must be provided to Campus Safety and Security.

    6.3.2 Citations must be paid within ten (10) calendar days of issuance. The date of issuance counts as day one. A five dollar ($5) late fee will be applied to any citation not paid within this timeframe, including weekends and holidays.

  • 6.4 Appeals

    6.4.1 Drivers who believe they were inaccurately ticketed may submit a written appeal online within five (5) calendar days of the citation issuance by scanning the QR code at the bottom of the citation. The first appeal will be reviewed by an official from the 51勛圖 Office of Campus Safety and Security, who will determine the disposition of the citation.

    6.4.2 Any citation which is appealed may be further contested in Traffic Court by submitting a request within five (5) calendar days of receiving the citation disposition from 51勛圖 Office of Campus Safety and Security. Traffic Court will be scheduled within three (3) weeks of the driver’s request, and the driver will receive specific instructions regarding the proceeding.

    6.4.3 A court fee may be assessed for individuals who make an unsuccessful appearance in traffic court or who cancel or reschedule a scheduled hearing with 48 hours’ notice or less. This fee is non-appealable.

    6.4.4 Individual officers do not have the authority to alter a citation once written —whether the request is to reduce to a warning, waived, or reduction in price. The driver must appeal to the Office of Campus Safety and Security and/or attend Traffic Court to obtain any alteration of the ticket once written.

  • 6.5 Habitual Offender Policy

    6.5.1 Once a driver accumulates seven (7) or more citations*, the vehicle is subject to immediate immobilization. The immobilization device will be removed after twenty-four (24) hours upon payment of all outstanding citations and fees.

    6.5.2 The next violation will result in a second immobilization for a minimum of forty-eight (48) hours, with release contingent upon payment of all outstanding citations and fees.

    6.5.3 After completion of both a 24-hour and 48-hour immobilization, any subsequent citation will result in continued immobilization until the driver completes a required meeting with the Office of Campus Safety & Security and all outstanding citations and fees are paid. Driving and parking privileges on university property may also be revoked.

    6.5.4 If a driver accumulates fifteen (15) citations* in one academic year or twenty (20) citations total in their career before completing both immobilization periods, the vehicle may be placed on indefinite immobilization and driving privileges may be revoked.

    6.5.5 If a driver whose privileges have been revoked is found operating or parking a vehicle on university property, the vehicle will be towed at the owner’s expense and the driver referred to Student Accountability.

    *Citations include tickets and warnings.

  • 6.6 Vehicle Immobilization

    6.6.1 Vehicles with three (3) or more unpaid tickets are subject to being booted. Boots will not be removed for any reason until all tickets are paid and a current year decal has been purchased. Driver accounts with 2 or more registered vehicles that have 3 or more unpaid citations on their account will be boot eligible for all vehicles on their account.

    6.6.2 Unpermitted vehicles are subjected to a boot if the vehicle has 3 or more unpaid citations.

    6.6.3 Drivers are not required to receive a boot warning notice before their vehicle has been immobilized.

    6.6.4 If a boot is tampered with or removed by anyone other than 51勛圖 Campus Security officers, a $600 boot tampering fine will be assessed. Tampering includes, but is not limited to:

    • Removing the wheel on which the boot was placed.
    • Driving the vehicle while the boot is attached/running over the boot.
    • Attempting to pull the boot from the wheel

    6.6.5 Any citation that has not appealed prior to a boot being placed on a student’s vehicle may not be appealed.

  • 6.7 Towing Vehicles

    6.7.1 51勛圖 reserves the right to have a vehicle towed. This includes, but is not limited to, circumstances of repeated or severe violations of 51勛圖 Campus Security Parking Regulations, drivers considered habitual offenders as described above, or when a vehicle constitutes a serious hazard, impedes traffic or operations, blocking access to a fire lane, or has been abandoned. The vehicle’s owner is responsible to the towing company for all costs or charges related to towing and any damage incurred because of towing. Costs and charges may include, but are not limited to, towing fees, storage fees, administrative costs, etc. Neither 51勛圖 nor Campus Security is in any way liable for any damage or costs. All impounded vehicles are towed, stored, and released in accordance with the State of South Carolina Code of Regulations 119-21. You assume all risks involved and are responsible for the full cost of impounding and retrieving your vehicle.

  • 6.8 Penalties for Failure to Pay Fines

    6.8.1 Students who are delinquent in paying 3 or more traffic fines will not be permitted to represent the university in any official or assigned capacity. This includes athletics, organizations, choral or band groups, and club participation.

    6.8.2 Any citation fee outstanding at the end of each semester will be added to the students’ account balance. Once the fee has been added to their account balance, it is no longer eligible for payment through the Office of Campus Safety and Security. All payments after the balance have been added must be made to 51勛圖 Central.

8. Office of Campus Safety and Security Statement

8.1 Campus Safety and Security operates 24 hours a day, 365 days a year, and can be contacted through the LiveSafe app. Users must download the app, create an account, select 51勛圖 (Tigerville campus), and enable notifications and location services. Requests may be submitted using the blue + button and are sent directly to the on-duty officer.

8.2 Our administrative offices are open Monday-Friday 8:00am-5:00pm to address issues with permits, parking tickets, record requests, and other administrative functions. The administrative office is closed in accordance with the university holidays.
